Trump Administration’s Crackdown on Child Care Funding Puts Providers and Families at Risk

January 10, 2026

The Trump administration’s recent crackdown on the $12 billion Child Care and Development Fund (CCDF), which subsidizes child care for 1.4 million children from low-income households, has sparked alarm among child care providers and families who rely on this vital aid. The administration’s actions, which include increased reporting requirements for states to access these funds, have left many wondering about potential disruptions and delays in payments.

New Requirements Threaten Stability for Child Care Providers and Families

The changes come in the wake of unspecified fraud allegations, though the Trump administration has yet to provide details on the nature of these claims. In a bid to address these concerns, the administration is now requiring states to submit additional documentation before they can access the federal child care funds. While it’s unclear when families will start feeling the effects, child care centers and providers are already bracing for potential disruptions, which could further strain the already precarious industry.

Charity Pallum, a teacher from Ada, Minnesota, shared her concerns about the impact of losing the child care subsidy. Pallum, who works full-time while caring for her 1-year-old twins, explained that without federal subsidies, her family would struggle to afford child care. “I guess our plans are, ‘We’re just going to see how this goes,'” she said, reflecting the uncertainty many families now face.

State Responses: Concerns Over Increased Scrutiny

The changes are particularly impactful in states like California, Colorado, Illinois, Minnesota, and New York, where the Department of Health and Human Services (HHS) has implemented a “freeze” on child care funding and is requiring even more exhaustive documentation from state officials. This freeze extends to other federal safety net programs, such as Temporary Assistance for Needy Families (TANF), which supports low-income parents with direct payments and child care services.

HHS has stated that the freeze is a response to concerns that child care benefits may have been improperly provided to individuals who are not eligible under federal law. These new requirements are already causing anxiety among child care providers, who fear that additional scrutiny and paperwork will delay funding and further disrupt their operations.

The Strain on Child Care Providers

The child care industry is already struggling with tight margins, low wages for staff, and high turnover rates. Many providers depend on federal subsidies to stay afloat, and any delay or reduction in payments could have devastating consequences. Jeanie Harris, executive director of First Learning, a group of child care centers in New York state, explained, “Child centers are always living on the margins. Our staff are never paid enough. We can’t charge families enough privately to cover what staffers make.” Harris expressed concern that any change to subsidy reimbursements would jeopardize the sustainability of child care centers.

Dawn Uribe, who runs Mis Amigos Preschool with multiple locations in Minnesota, shared similar concerns, pointing out that providers already deal with extensive oversight. “There’s already so much oversight that goes into this, so I don’t really understand how much more they can do,” Uribe said. Despite the challenges, Uribe emphasized that providing care to low-income children is essential, even with the added administrative burden.

Karen DeVos, who runs three child care facilities in rural northwest Minnesota, said she’s preparing her staff to produce records on demand, as they are regularly subject to audits and checks. “If we continue to view every provider as somebody who could be committing fraud, we are going to lose really valuable resources in our child care providers,” DeVos warned. “There is only so much stress that people can take, and not knowing every single day if somebody is going to knock on your door and accuse you of something is terrifying.”

The Impact on Low-Income Families

For families like Pallum’s, the child care subsidies are essential for balancing work and family responsibilities. Pallum noted, “We have responsibilities to our families and we have responsibilities to our work, and we want to maintain both. With federal child care funds, we can give our twins a consistent schedule.” Without the subsidy, Pallum and her husband would have to reconsider their work schedules, which would disrupt their ability to provide for their family and meet their obligations as community members.

The uncertainty surrounding child care funding has raised alarms for many low-income families who rely on these subsidies to make ends meet. These families fear that they will be left without affordable child care options if the Trump administration’s crackdown continues, further exacerbating the financial challenges they already face.

A Call for Stability and Support

The Trump administration’s crackdown on the Child Care and Development Fund has left both child care providers and families in a state of uncertainty. As states and providers scramble to meet the new documentation requirements, many are calling for more stability in the system and a clearer path forward. For families like Pallum’s, the prospect of losing child care support could have serious consequences, affecting their ability to maintain stable jobs and care for their children.

As the situation unfolds, it remains to be seen how states, child care providers, and the federal government will address these challenges and ensure that families continue to receive the support they need. For now, many are left hoping that the administration will ease the burden on child care providers and offer a more sustainable solution to the ongoing funding challenges.
